RULES OF PLAY:

 Effective 2012 season

U.S.G.A. — All USGA, Local course and Saps Special rules will apply.

End of Year:   Top 5 teams with most points cash: 1st, 2nd, 3rd, 4th and5th. All others just have a good time.

Tie breakers -

1.  Total points for both halves combined

2.  Head to head team totals

The winner plays the last place team on the position round.

(At least $270 should be mailed to Mark by 2/15/12)

NOTE: Dues and Green Fees will not be collected on Monday Nights. Send your checks early so you will not have to forfeit points.

The initial Dues/Green Fee will be due on February 20.  If your dues are not paid by this date, you will be dropped from the league.

Final Green Fees will be due on May 15.  Green Fees will not be collected on Monday nights, they must be mailed to Larry Hellie. No refund after 3/15 except on Green Fees.

If you get behind more than one week you will be dropped from the league.

Dropping Out of League

If you drop out of the league during the season, you are not entitled to the membership dues, but if you have paid green fees it will be pro-rated depending how much you paid. This will be the number of weeks you paid for and minus rounds you have played.

If you have a case to present to the board the reason you should get your dues back, the board will listen and take a vote if you should receive it back.

New member replacing dropped member.

A “New Member” is defined as any player who did not play the previous season.

If you are a new member replacing a dropped member: Your membership dues will be pro-rated on the number of weeks left in the season and you will be responsible for green fees for the weeks left.

New Member Handicap Calculation:

Maximum handicap for any new member will be 20 for 9 holes. A

A “New Member” is defined as any player who did not play the previous season.

New members turn in 6 (9 hole) or 3 (18 hole) rounds. Rounds are posted so handicap can be calculated. New member’s rounds will count double for the entire year. 80% of the handicap will be used. The last ten rounds (20 when doubled) will be used to determine the Calcutta handicap. Handicap will adjust every week for the first four weeks, then every four weeks for the remainder of the year. No “New Member” can with the prize for most individual points for the year.

 

Returning Members Handicap Calculation:

A former member who has been out of the league for at least one year will be considered a new member and the same rules will apply, except 100% of handicap will be used. The returning member will not be eligible to win the individual point’s prize that year. Handicap will adjust every week for the first four weeks, then every four weeks for the remainder of the year. Former members returning that did not play the year before either USGA ghin card or 6 (9 holes) or 3 (18 hole rounds) score cards will be used for handicap purposes.

  

PUTTS:                                                                    

An opponent may concede a Putt if you are on the Green (Par or higher only). Once conceded you must accept. You can Putt out, but the conceded score must be posted. You cannot refuse a conceded Putt.

TEES:                                                                           

All players will use white tees (except blue tee on #18).

LOCAL RULES AND PREFERRED LIES:

Local Rules.  Any local rules that are to be in effect during Team Match play, must appear printed on the club scorecard, or be published and distributed to all players in advance of the start of the match.

Rain Out

In case of rain out you match cards.

Preferred Lies and Winter Rules

Occasional local abnormal conditions that might interfere with fair play and are not widespread should be defined as ground under repair (Rule 25). However, adverse conditions, such as heavy snows, spring thaws, prolonged rains or extreme heat can make fairways unsatisfactory and sometimes prevent use of heavy mowing equipment. When these conditions are so general throughout a course that the Committee believes preferred lies or winter rules would promote fair play or help protect the course. If the player fails to mark the position of the ball before lifting it or moves the ball in any other manner, such as rolling it with a club, he incurs a penalty of one stroke.

*PENALTY FOR BREACH OF LOCAL RULE:  Match Play — Loss of hole;

*If a player incurs the general penalty for a breach of this Local Rule, no additional penalty under the Local Rule is applied.

DISPUTES:

During a league match, any dispute, which cannot be resolved, must be referred to the rules committee for a ruling to be resolved prior to leaving the course.  The scorecard should be marked to indicate that a dispute or question exists. All players involved in the dispute must meet with the rules committee.

TEAM CAPTAINS:

The team captains will be responsible for making sure their team members show up and play each scheduled match.  They will also assist in arranging make-up matched when possible.

The Handicap Chairman of the league will call the Individuals affected every time there is a handicap change so that the captains can call their team members and let them know.

UNPLAYABLE BALL (LIE)

The player may declare his ball unplayable at any place on the course except when the ball is in a water hazard. The player is the sole judge as to whether his ball is unplayable. If the player deems his ball to be unplayable, he shall, under penalty of one stroke: a) play a ball as nearly as possible at the spot from which the original ball was last played, or b) drop a ball behind the point where the ball lay, keeping that point directly between the hole and the spot on which the ball is dropped, with no limit to how far behind that point the ball may be dropped; or c) drop a ball within two club-lengths of the spot where the ball lay, but no nearer the hole.

 

GROUND UNDER-REPAIR:

Allow you to drop out of area without penalty. You must drop to the nearest point of relief.

Whole 10 – Right side of fairway to right of trees is a free drop no nearer the hole, Only when the ball is inside the roped off area.

Water Hazards/Any Hole :

USGA rules apply. You may give up on any hole. If you do, you must take an “X” on that hole. You will lose the “2” points for stoke play for taking the “X”. You will only loose the hole you have taken an “X” for  match play, you can continue on to the next tee and play the rest of the holes. You could still win “2” points for match play.

There will be a two ball in water maximum on holes 9, 10, and 18. After two balls in the water, drop next ball across the water in drop zone.

SCORECARDS:

It is the responsibility of each player to add up their scores and turn in to the handicap chairman within ten minutes immediately after the play is done each week.  The Handicap Chairman will post scorecards and will also correct cards if necessary. Each player is responsible for checking his score on each hole to make sure it is the right score. Each player must sign the card showing he has validated the card. An accepted unsigned card is an assumption his score is ok and taken as is with no changes allowed later.

SCORING:

Each match will consist of 4 points, 2 for match play and 2 for medal play for a possible team total of 16 points.  In the event of a tie for match or net, each player will receive 1 point for the match and 1 for the medal play for a total of 2 points.

All matches must be played on the day scheduled (except for the first league night) or the week prior of the scheduled matches.

 If a player is unable to play, the match will be forfeited.  In the event of a forfeit, the opposing player must still play all 9 holes to receive his 4 points and must complete the scheduled round for handicap purposes. Exception: (See Make up Matches).

If during the season any scoring discrepancies or issues rise they will be brought to the attention of the Saps Board and if it is a valid issue it will be addressed with the members of the Saps Board.

FORFEITS:

A player must play the 9 holes of the day scheduled if his opponent does not show up. If neither player plays, both will forfeit their points.  If you have not talked to your opponent, you must wait until 4:35 p.m. before teeing off.

If a player calls you and says he will be there, you must wait until 4:50 P.M. If you do not wait and your opponent shows up, you will forfeit your points.

Only the first week can be made up the following week, it must be made up the 2nd week or it is a forfeit.

After two forfeits the President of the League will call the person to see if there are any problems. After the third forfeit the member would receive another call and a warning that if there is a fourth forfeit the member could sacrifice the remainder of their dues.

MAKE-UP MATCHES

Position round cannot be made up. You must play or forfeit.  The matching of scorecards will be allowed only when you abide by the following:

•All make up matches must be completed before the Monday Night you are making up.

•It is mandatory that the person being asked for the make-up accept his request.

•All make up matches must be played at Broadmoor Golf Club.

•You can make-up 2 matches on one Monday night. (Some members take 2-weeks vacations.)

•You must notify the member you want to match cards prior to teeing off on Monday night.

•Only the first week can be made up the following week, it must be made up the 2nd week or it is a forfeit.

  • If players have agreed to match cards and both show up to play the cards that were matched will count.
  • If there is an issue where positions changes does not allow player to match cards, players can cards the next week with the players in the corresponding team position. When matching cards, each player must fill out a separate BroadMoor score card with the date and the name of the player they are matching with and turn into the Handicap Chairman

•You can make up matches early. If you know you are going to be off on a certain date, then make up the match two or three weeks early or as soon as your opponent is available.

 

Transfer scores on a Broadmoor score card, place date make-up match is for on card, include team numbers, names and handicap. Circle member’s name that requested the makeup match on your scorecard. Both must sign the score card. The Handicap Chairman will keep track of the number of make-ups for a member, and if a member makes up more than the 3 he is allowed, he will have to forfeit those over the limit.

 

MAKE-UP MATCHES DURING HANDICAP CHANGE WEEK :

When making up a match ahead of time and that match come during a handicap change week. You must notify the members involved in the match. If you are a ‘1’ man, you should notify both the ‘ 1’ and ‘2’ man of the team you are matching cards with if you feel you may change positions. You can send an e-mail ahead of time to the handicap chairman to see if you may be changing positions.

Make-up matches when a member is changing position from 1 or 2 to 3 or 4 and 3 or 4 to 1 or 2.

When this happens you can’t make-up the match ahead of time. When this happens the following week after the handicap change you will match cards for the previous week. This is the same as Week 1 when a member is gone and has no chance to make up the match so they make it up week 2.

When this happens the Handicap Chairman will let the members know that are involved in this type of situation and he will make sure the cards are matched.

 

PROCEDURES UNDER POSTPONEMENT/SUSPENSION.

All Team Matches are to be played as scheduled unless postponed/suspended by course management or Saps Golf League.

(1) If the match is postponed by either course management and fewer than 9 holes have been played in any of the matches, the entire match must be rescheduled.

(2) If the match is postponed and all players have completed 9 holes, the match stands as completed at the time play is halted

(3) When play is suspended, if the players are between the play of two holes, they should not resume play until ordered to do so.  If they are in the process of playing a hole, they have the option of marking the position of their ball or completing play of the hole.  They may not, after being notified of the suspension, commence play of another hole.

(4) If play is resumed after suspension but with certain conditions imposed (e.g. no golf carts, preferred lies, etc.) play will continue from the point at which it was suspended and the conditions imposed shall remain in effect for the remainder of the stipulated round.

(5) If suspended play cannot be resumed, the match is considered to be postponed and shall be treated as prescribed herein.

(6) All postponements, for whatever reason, must be rescheduled on the course for which originally scheduled, at the earliest available date mutually agreeable.

(7) Handicap Chairman must be notified of all make-up dates for postponed matches and all such matches must be completed prior to the start of Playoff Matches (Final Position Round).  Any match not completed by that date, will be treated as No Match for both teams in determining final team standings.

BYLAWS

Year 2012

Article I

Name and Purpose

SECTION I

The name of this organization is the S.A.P.S. Golf League.  It is a “not for profit” organization.  The purpose of this league is to provide an organized schedule of golf matches, tournaments, and social activities.

Article II

The Board

SECTION I

The board consists of nine (9) members.  Four of those positions are officers.  All board members and officers are entitled a vote on all motions brought forth by the board. Five members shall constitute a quorum at any meeting.

SECTION II

The board shall only have meetings if the president and four members of the board are present.

The President and Treasurer can serve a two-year term with a maximum of three years with the board’s approval.  Membership, Secretary and Handicap chairman can be voted for unlimited two-year terms.

Article III

Membership & Eligibility

SECTION I

Members must be 21 years of age and over.

Potential new members must supply at least three 18-hole score cards or six 9-hole cards or a USGA handicap card.  Maximum handicap for new members will be 20 for 9 holes. All dues and green fees must be paid in advance.

SECTION II

All members shall have the right to attend meetings and to participate in the functions sponsored by the league.  Any member shall have the right to hold office in the league.

SECTION III

Past members (in good standing) have the right to return before other new members are considered.

Article IV

Rules Committee

SECTION I

The Rules Committee consists of either a chairman or vice-chairman and two board members.  Its job is to manage and control the rules and by-laws of the league.  The Committee has the sole power to enforce rules regulating the S.A.P.S. golf league and generally perform every act in which the Committee shall deem necessary.

The board shall have the power to reprimand, suspend, or expel any member guilty of any of the by-laws or rules of the league, for conduct not in the best interest of the league, or the reputation of the league.

Responsible for resolving disputes governed by SAPS golf league, USGA rules, SAPS rules and by-laws.

OFFICERS AND THEIR DUTIES:

President:

1.) Oversees all league functions.

2.) He calls and confirms with Broadmoor for the Monday night times and dates for the coming year.

3.) He obtains the awards for year-end.

Membership Chairman:

1.) Responsible for supplying the list of names and handicaps to the handicap chairman.

2.) He is also responsible for keeping records on each member (addresses, telephone   numbers, etc.), keeping records of ex-members rejoining the league and new member information.

4.) All dues are payable to the membership chairman.

5.) Will assist the Handicap Chairman with notification if necessary.

Secretary:

1.) Responsible for meeting minutes.

Treasurer:

1.) Responsible for paying all debts of the league.

2.) A bank accounts (checking) to be reconciled on a monthly basis.

3.) He is to submit to the board a financial report of the past years’ collections and expenditures.

4.) All fees and other membership dues.

5.) All expenditures must have a receipt for reimbursement.

6.) Upon request, he will give an accounting of the most recent bank statement to any member in good standing.

 

Handicap Chairman:

1.) Keeping track of player’s scores and points on a weekly basis and posting each Monday night.

2.) Keeping track of handicap changes and posting.

3.) Making out the scorecards for Monday nights so that the players know which side they are playing     and who they are playing that night.  They have to be at the golf course by 4:00 p.m. every Monday night.

4.) Keeping track of how many games each player misses and makes up.  Also letting the President know if anyone has missed three games so that the player can get his final warning before the fourth one is missed.

5.) Putting together all names and handicaps. He will start with the lowest handicap and go to highest for team drawing night. The board selects the lowest handicap players for the number one man on each team, number two man, etc.

6.) Compiling a years-end handicap list for the year-end tournament.  Also supply a list of individual points, team points, top five individual points, and top five teams for year-end tournament and how many points each player has won for year and has a running record of forfeits and weeks not played by each member.

7.) Telephone calls every time there is a handicap change to individuals affected.

Rules Chairman:

MID-YEAR AND YEAR-END RESPONSIBILITIES:

 

Mid-Year Tournament: Responsible for making arrangements for golf, carts, beverages, food, games, recruiting helpers, scoring and prizes.

Year-end Chairman: Responsible for finding the year-end golf course (must be approved by the board), lodging/accommodations, setting-up banquet facility, and reserving the hospitality room.  Also responsible for tee times, scoring, recruiting helpers, making sure year-end prizes are collected, and making sure proper arrangements are made for the hospitality room.

The banquet room should accommodate 100 people for dinner and include the following:

*Room for door prizes (tables, etc.)

*A microphone for the chairman

*A bar for the cocktail hour and dinner hour

Year-end prize Chairman: Responsible for collecting prizes for year-end.

Hospitality Room Chairman: Responsible for the following:

Friday afternoon: Snacks, liquor and beer.

Saturday afternoon: Lunch – should include sandwich material, snacks, beer and any other food that the Chairman might want to prepare.
